Tanzania’s female politicians being trained to campaign in a male-dominated political world

Aspiring politician Asha Salum is busy trying to convince people in her area of Dar Es Salaam to support her candidacy for a council position at elections later this year, one of a growing number of women seeking political office in Tanzania.

The softly-spoken politician, who at the age of 31 is the youngest candidate for this post in Tegeta in Kawe constituency in 20 years, is one of a new generation of women being groomed to muscle into the male-dominated political world.

The East African nation of about 50 million people has had few women in top leadership positions since adopting a multi-party system in 1992 but female campaigners are hoping to change this at the nation’s fifth general election on Oct. 25.

Salum is one of 2 600 aspiring female politicians to receive training which started this week from a coalition of non-governmental organisations (NGOs) in Tanzania on how to improve their campaigning skills and avoid the sexual pitfalls often faced by Tanzanian women in any bid to advance a career.

“Some women are easily tempted to offer sexual corruption to officials so their names are considered for nomination,” Salum told the Thomson Reuters Foundation, adorned in the traditional green and yellow of the ruling Chama Cha Mapinduzi (CCM) party.

“How many men you will need to sleep with to win a parliamentary or councillorship seat? I think now is the time to say enough is enough to ‘sextortion'”.

The training, organised by the Tanzania Women Cross Party (TWCP), aims to equip female candidates vying in October for presidential, parliamentary and council positions with political skills and techniques.

According to training organisers, the candidates will receive training about topical political issues surrounding the elections, the role of parliament and local councils, and relevant election law rules and regulations.

Presidential hopes
Four female candidates have expressed interest in running for president on the CCM ticket, including the former Deputy Secretary-General of the United Nations, Asha-Rose Migiro.

This is the first time in Tanzania that women have come forward seeking nomination for the presidential job.

“By implementing the party’s manifesto I will build an independent and modern economy to benefit all Tanzanians,” said Migiro on collecting her nomination form this week.

Migiro, a lawyer by profession, worked at the United Nations under Ban Ki-moon from 2007 to 2012 and has become the 12th Tanzania cabinet minister to express interest in succeeding President Jakaya Kikwete who is due to retire later this year.

Tanzania has tried to ensure substantial political representation of women with a quota system defining 30 percent of the 357 seats in Parliament as “special seats” reserved for women. Political parties that gain at least 5 percent of the vote in the general election nominate these women.

But women’s rights campaigners are concerned most of the women in Parliament are in quota seats and not elected directly from constituencies which limits their support for the top jobs.

Campaigners are concerned that women lack the skills, education and experience to carve out a successful career in politics and many lack the financial security to be able to focus on politics rather than the basic needs of their families.

A recent Afrobarometer survey also found that violence in African politics may discourage female participation.

“There’s no democracy in the political parties. Female candidates are often ignored in the nomination process and that’s why we need to train them to reverse that unfair trend,” Ave Maria Semakafu, the chairwoman of TWCP told the Thomson Reuters Foundation.

Although the number of female legislators rose to 35 percent at the 2010 election from 21.5 percent in 2000, rights groups says it not enough as only 17 were elected from constituencies.

Willibrod Slaa from the opposition Chadema party and vice-chair of Tanzania Centre for Democracy, said action was needed.

“No serious party can any longer ignore that women constitute 51 percent of this country and we simply need to be much better at including them in politics,” he told the centre’s annual conference earlier this year.

Despite the challenges, women’s participation in politics has improved in most African countries in the past two decades.

Malawi recently swore in its first female president, Joyce Banda, and Liberia’s President Ellen Johnson Sirleaf has occupied her country’s highest office since 2006.

Rwanda leads the world in the share of female legislators at 63.8 per cent of the seats, according to United Nations data.

Senegal, the Seychelles and South Africa have more than 40 percent, and Mozambique, Angola, Tanzania and Uganda are not far behind with women in about 35 percent of parliamentary seats.

Salum said she was confident the training would boost her chances to win a seat in October on her own merits.

“I have what it takes to serve my people and solve their problems as existing leaders have failed to do so,” she said.

Eight people who appeared in court in Tanzania’s southern district of Mpanda on Thursday are charged with chopping a hand off an albino woman, a court official told AFP.

The victim, 30-year-old mother-of-four Remi Luchoma, was attacked in May and is still undergoing treatment in hospital, said state attorney Hongera Fimbo.

“The accused jointly and together committed the crime on May 14, at Mwamachoma village,” Fimbo said.

The accused pleaded not guilty and were remanded until July 15.

The attack occurred even after authorities in the East African nation launched a nationwide crackdown on witchdoctors, traditional healers and soothsayers.

In March, President Jakaya Kikwete said attacks against people with albinism, whose body parts are used for witchcraft and lucky charms, were “disgusting and a big embarrassment for the nation”.

At least 76 albinos have been murdered since 2000 with their dismembered body parts selling for around $600 and entire bodies fetching $75 000, according to United Nations experts.

Dozens more have survived having parts of their bodies hacked off while still alive.

Albinism is a hereditary genetic condition which causes a total absence of pigmentation in the skin, hair and eyes. It affects one Tanzanian in 1 400, often as a result of inbreeding, experts say.

The mutilated body of an albino toddler has been found in Tanzania with his limbs hacked off, the latest such killing for body parts for witchcraft, the police said on Wednesday.

The United Nations condemned the attack, warning that with general elections looming – when people may turn to witchcraft to boost political campaigns – albinos in Tanzania were facing a “dangerous year.”

The one-year old boy, Yohana Bahati, was seized by men with machetes from his home in northern Tanzania’s Chato district overnight on Saturday, with police finding the body on Tuesday afternoon in a forest area close to his home.

“His arms and legs were hacked off,” regional police chief Joseph Konyo said.

The baby’s mother Ester Jonas, aged 30, is in a serious state in hospital with machete cuts to her face and arms after she tried to protect her baby.

The killing follows the kidnapping in December of a four-year-old albino girl also in northern Tanzania. Multiple arrests were made but the child has not been found.

UN country chief Alvaro Rodriguez said he was “deeply concerned by the abductions of these two young children,” saying that at least 74 albinos have been murdered in the east African country since 2000.

The UN repeated its fears that attacks against albinos could be linked to looming general and presidential elections in October 2015, leading political campaigners to turn to influential sorcerers for help.

“These attacks are accompanied by a high degree of impunity, and while Tanzania has made efforts to combat the problem, much more must be done to put an end to these heinous crimes and to protect this vulnerable segment of the population,” he added.

“This is the year of elections in Tanzania and, as some analysts have suggested, it could be a dangerous year for people living with albinism.”

Albino body parts sell for around $600 in Tanzania, with an entire corpse fetching $75 000, according to the UN.

Albinism is a hereditary genetic condition which causes a total absence of pigmentation in the skin, hair and eyes. It affects one Tanzanian in 1 400, often as a result of inbreeding, experts say. In the West, it affects just one person in 20 000.

The child’s father, who was nearby during the attack, is being questioned by police.

Tanzania bans witch doctors to deter albino killings

Tanzania has banned witch doctors in a bid to curb a rising wave of attacks and murders of albinos whose body parts are prized for witchcraft after a four-year-old albino girl was kidnapped from her home by an armed gang.

More than 70 albinos, who lack pigment in their skin, hair and eyes, have been murdered in the east African nation in the past decade for black magic purposes, according to United Nations figures. Many were hacked to death and had their body parts removed.

The government has accused witch doctors of fuelling these killings by luring people to bring albino body parts which they grind up with herbs, roots and sea water to make charms and spells that they claim bring good luck and wealth.

The nationwide ban come less than a week after UN fficials urged the government to step up efforts to end the discrimination and attacks after a girl was abducted last month from her home in northern Mwanza region. She is still missing.

Tanzania’s Home Affairs Minister Mathias Chikawe said the government has formed a national task force involving the police and members of the Tanzania Albino Society to arrest and prosecute witch doctors defying the ban.

“We have identified that witch doctors are the ones who ask people to bring albino body parts to create magical charms which they claim can get them rich. We will leave no stone unturned until we end these evil acts,” Chikawe told reporters.

Chikawe said the operation would begin in two weeks time, initially targeting five regions, including Mwanza, Tabora, Shinyanga, Simiyu and Geita, where the government believes attacks against albinos are most prevalent. The operation would be expanded to other areas later.

He said the task force will also have the mandate to review previous court cases of albino attacks and killings to gather new evidence and further research the motive for attacks. The Director of Public Prosecution would prioritise these cases.

The government has previously been widely criticised for failing to act to stop these macabre murders.

The Tanzania Albino Society welcomed the move, saying it would help end the worsening plight of albinos.

“I believe we can work together to end these acts of pure evil,” said spokesperson Ernest Kimaya.

But Rashid Mauwa, a traditional healer from the Bunju area of Dar es Salaam, said he feared the ban would lead to victimisation of healers of whom only a few engage in witchcraft.

“I am not engaging in any witchcraft. I am only using traditional herbs to help people who do not respond to conventional medicines. Why am I being punished?” he said.

Albinism is a congenital disorder which affects about one in 20 000 people worldwide, according to medical authorities. It is, however, more common in sub-Saharan Africa, affecting an estimated one Tanzanian in 1 400.

Tanzanian women marry each other to escape domestic violence

It is 12.30pm and an older woman emerges from her tiny mud house. A younger woman is making some porridge outside.

These two women are husband and wife: they are traditionally married and they have children.

This practice is called nyumba ntobhu in western Tanzania. It is a traditional form of same-sex marriage. The two women share a bed as a couple, they live together, bear children in their union; they do everything a married couple would, except have sex.

In the Mara region, nyumba ntobhu allows older women to marry younger women in order to have children of their own and assist with the household chores. Women say nyumba ntobhu also helps them overcome problems of gender-based domestic violence.

Mtongori Chacha (56), who is married to a woman, Gati Buraya (30), says the traditional practice arose as a result of male violence against women.

It is also an alternative family structure for older women who do not have sons to inherit their property and whose daughters have moved away to their husbands’ villages. It offers a form of security for elderly women so they do not live on their own.

Chacha and Buraya have three children. Chacha says she decided to marry Buraya because she was unable to have children in her previous marriage to a man, who she says physically abused and tortured her.

To bear children, women who are married under nyumba ntobhu usually hire a man and pay him when the younger woman falls pregnant.

The hired man will also enter into an agreement with both women that he will not demand paternal rights to any children born out of the agreement.

The older woman is the guardian of the children and they usually take her surname.

Chacha says the man who impregnates the younger woman is paid with food or a goat.

In some rare cases, a man may return to claim a child, but Chacha says this can be avoided by choosing a man who is not known in the village or who is known to be irresponsible. These men are known as “street men”.

“I decided to run away from my marriage as I was humiliated and sometimes beaten nearly dead. At 45 I was not able to have children and I had to look for a new family to give me an heir to my property,” Chacha says while she feeds two of her children.

She says she could not accept the fact that she would die without children of her own. Her parents were rich and had many cattle so she chose to marry another woman who would give her children.

“Here, a woman will pay a lobola like any system of marriage in African culture, and the ‘wife’ is supposed to obey and live under the rules of her ‘husband’. Nyumba ntobhu is blessed by all the family members and accepted by the society,” says Chacha.

Agnes Robi (61) says she decided to pay six cattle to marry Sophia Bhoke Alex (25) after her six daughters moved away.

“She has given me one baby girl already, while we are still praying for her to get a baby boy who would take over this compound when I die,” Robi says.

It’s not uncommon for women to be prohibited from inheriting property in Tanzania. Initially, the culture of women marrying women was practised as an option for barren women. It enabled them to claim the children borne by the other woman as their own. This was a way of providing security for their old age.

But now it’s not only for those unable to have children. Some women choose not to marry a man because they say they want to avoid domestic violence.

Bupe Matambalya says she witnessed her older sisters “beaten nearly dead” by their husbands and decided that she would never marry a man.

Some villagers discourage the practice, saying it leads to an increase in the spread of HIV.

In some cases, nyumba ntobhu can be a polygamous marriage. The older woman will marry two younger women, who will both bear her children.

But nyumba ntobhu does not always save women from domestic violence. Take the case of Jesca Peter (25). She experienced domestic violence and humiliation even from her nyumba ntobhu husband.

“I was married to Nyambura, a 63-year-old woman. She had paid a dowry of six cattle and I moved into her compound. Within a few years of that marriage, Nyambura demanded that I have to look for my own food,” she says.

She says her union with Nyambura was unhappy and she was used “as a slave to just work and produce on her farm and look after her cattle”.

“She wanted children from me, which I bore her, but the relationship was unfriendly.

“We lived like a cat and dog. I was simply a slave for her,” says Peter.

She fled from the marriage and her parents had to return the cattle paid as a dowry.

Tanzania’s Minister of Information and Culture Fenela Mukandara says gender violence is prevalent in the Mara region, which is why nyumba ntobhu is becoming more common.

“When women decide to marry each other and live by themselves, it means there are extremely violent acts in that place.”
